  • MOUNT VERNON CITY SCHOOL DISTRICT TEMPORARY PROTOCOL IN KEEPING WITH NYSED MANDATE FOR ISSUANCE OF WORKING PAPERS DURING COVID-19 CLOSURE

     

    In response to the NYSED mandate to issue working papers for minors during COVID-19 school closure, Superintendent Hamilton has directed the Student Services Department to implement a protocol as directed by the State as follow, “School districts in New York State must continue to issue employment certificates to qualified applicants, including during school closures. Section 3215-a of New York State Education Law requires schools to provide this service for pupils and employers in the community.” In response to this mandate, the following temporary protocol, has been put in place in regarding to issuing working papers to minors during COVID-19:

    1. Parents/guardians and minors must go on the NYSED’s Employment of Minors

    2. Complete the fillable PDF versions of the AT-17 Application for Employment Certificate or AT-22 Application for Employment Permit (AT-22 is for a Newspaper Carrier Permit, Farm Work Permit, Farm Work Permit-Special or Street Trades Permit). Both the AT-17 and AT-22 forms allow applicants to provide a digital

    3. If the minor student is enrolled in the Mount Vernon City School District, simply email either a completed AT-17 Application for Employment Certificate or AT-22 Application for Employment with a digital signature and proof of a physical examination within twelve months to kmcnair@mtvernoncsd.org.
    4. If the minor student is a resident of Mount Vernon but is not enrolled in the Mount Vernon City School District, email the following to kmcnair@mtvernoncsd.org.
      1. A completed AT-17 Application for Employment Certificate or AT-22 Application for Employment with a digital
      2. A copy of student’s birth
      3. A copy of student’s school
      4. Proof of a physical examination within twelve
      5. Proof of residency – copy of a utility
    1. The Superintendent’s designated school official will be the Certificating

     

    1. Upon review of the completed AT-17 or AT-22, the Certificating Officer will complete the working card, sign it, and mail it to the minor student along with the physician
